Our Project
Municipalities are at the front line of climate action. This project helps municipalities move from general climate commitments to structured plans, clear responsibilities and concrete investment priorities.
The project has three main areas of work:
- Supporting 20 new Covenant of Mayors signatory municipalities in Azerbaijan in developing their Sustainable Energy and Climate Action Plans (SECAPs).
- Providing targeted support to five municipalities with existing SECAPs to further develop selected climate investment ideas into stronger, fundable projects.
- Strengthening public awareness and understanding of climate change through campaigns, events and climate education activities.

Our Project
Supporting Municipal Climate Action in Azerbaijan
Municipalities are at the front line of climate action. They are responsible for many of the decisions that shape daily life: local infrastructure, public services, energy use, urban development, mobility, green spaces and resilience to climate risks.
The Covenant of Mayors provides a practical framework for cities and municipalities to turn climate commitments into structured local action. Globally, the initiative connects more than 13,200 cities, over one billion people and 13 regional covenants. Azerbaijan is part of this wider international movement.
This project supports municipalities in Azerbaijan in moving from commitment to implementation. The focus is not only on preparing documents, but on building the technical basis, institutional capacity and investment readiness needed to make municipal climate action credible and actionable.
The Covenant of Mayors Journey
The Covenant of Mayors journey follows a clear implementation path.
Municipalities first make a political commitment. They then assess local climate and energy conditions, identify risks and vulnerabilities, set targets, prepare climate actions and adaptation strategies, validate their plans, implement measures and monitor progress over time.
This process helps municipalities understand where they stand, what needs to change and which actions should be prioritised.
For Azerbaijan’s municipalities, this journey is especially important because climate action must be translated into practical local decisions: better data, realistic targets, stronger project ideas, clearer responsibilities and improved access to finance.
What This Project Does
The project is structured around three core workstreams.
SECAP Development for 20 New Municipalities
The project supports 20 new Covenant of Mayors signatory municipalities in Azerbaijan in developing their Sustainable Energy and Climate Action Plans, known as SECAPs.
This includes guidance on the SECAP process, data collection, baseline assessments, climate risks, energy poverty considerations, target-setting and the identification of priority climate actions.
The objective is to help municipalities prepare structured, realistic and locally relevant SECAPs that can guide future climate and energy action.
Investment Preparation for 5 Existing SECAP Municipalities
Five municipalities with existing SECAPs receive targeted support to further develop selected climate investment ideas into stronger, fundable project concepts.
The focus is on improving the technical and financial readiness of priority climate investments. This includes refining project fiches, strengthening the intervention logic, clarifying expected results and improving the basis for future financing discussions.
This is where climate planning moves closer to investment preparation.
Capacity Building and Public Awareness
The project strengthens municipal capacity through workshops, technical guidance and bankability seminars.
It also supports broader public awareness and climate understanding through campaigns, events, climate education activities and the Youth Climate Ambassadors initiative.
Climate action cannot remain a technical exercise only. It needs informed municipalities, engaged citizens and visible public communication.
From Planning to Implementation
A SECAP is not an end product. It is a working instrument.
For municipalities, the real value lies in using the SECAP process to define priorities, mobilise stakeholders, prepare investment ideas and track progress. This project therefore focuses on both planning quality and implementation readiness.
The expected result is a stronger municipal climate action pipeline in Azerbaijan: better prepared municipalities, clearer climate priorities and more mature project concepts for future financing.
